Permits for Activity on Sidewalks, Streets, and Right-of-Ways

NOTE: This is NOT for any work to be performed in a public right-of-way. That permit is obtained at Public Works.

The City of Warrenton regulates activity in the city on all Public Streets, Public Sidewalks, and Public Rights-of-Way to promote health, safety, and the flow of pedestrian and vehicular traffic. To help explain these regulations, the City provides this packet. If you have further questions, you can visit the Warrenton Police Department (225 S. This application is based on the following Chapters of the City of Warrenton Code:

  • Chapter 9.04 Article VII Street and Sidewalk Offenses (Attachment A)
  • Chapter 10.04 Traffic Regulations (Attachment A)
  • Chapter 12.04 Concessions in Warrenton City Park (Attachment A)

In most cases, to conduct activity on a public street, public sidewalk, or public right-of-way, you must have a permit from the City. Here are some scenarios to help you decide if you need a permit for a particular activity.

  • I own or work for a small business, and I want to sell goods, wares, or merchandise on a public sidewalk or public right-of-way. YES, this is allowed with guidelines, and YES, you need a permit. NOTE: You will most likely need a City Business license as well. Contact City Hall (503-861-2233) for more information.
  • I want to sell firewood in a public right-of-way. YES, this is allowed with guidelines, and YES, you need a permit. NOTE: This IS NOT ALLOWED in a State of Oregon or Clatsop County right-of-way.  NOTE: You will most likely need a City Business license as well. Contact City Hall (503-861-2233) for more information.
  • My children and I want to sell lemonade, homemade cookies, vegetables, or flowers from our garden on a public sidewalk in front of our residence. YES, this is allowed, and NO, you DO NOT need a permit.
  • I want to have a gathering of 10 or more people in connection with an event where we will cook and distribute food for free. YES, this is allowed with guidelines, and YES, you need a permit.
  • I want to stand on a public sidewalk or public right-of-way and distribute any items for free or otherwise. YES, this is allowed with guidelines, and YES, you need a permit.
  • I was to express myself or distribute items as part of my freedom of speech, religion, or other protected First Amendment rights in the United States Constitution. YES, this is allowed, and NO, you need a permit.
  • I need to store my vehicle on the street longer than the prescribed 24-hour or 72-hour time limit due to a disaster situation, emergency situation, renovation, or other work within a standard parking spot beyond my control or another circumstance beyond my control. YES, this is allowed with guidelines, and YES, you need a permit.
  • I want to park my large cargo delivery truck, large construction truck, semi-truck, or log truck on the street or right-of-way next to or near my residence for my convenience. NO, vehicles wider than 6’6” are not allowed to park on most Warrenton streets.
  • I want to park my large cargo delivery truck, large construction truck, semi-truck, or log truck on the street next to or near my residence due to a disaster situation, emergency situation, renovation, or other work within a standard parking spot beyond my control or another circumstance beyond my control. YES, this is allowed with guidelines, and YES, you need a permit.
  • I am a vendor or concessionaire with a Warrenton Business License, and I would like to set up a booth in a City Park during the 4th of July or another City-sponsored event that does not have a standard Public Event Permit. YES, this is allowed with guidelines and with specific approval, and YES, you need a permit. NOTE: You will most likely need a City Business license as well. Complete the application and bring it to the Warrenton Police Department during regular business hours (M - F, 9:00 am to 4:00 pm).
