City Department Updates

2017-2018 Happenings

Fire Dept.
• Responded to 1200 calls for service in 2017
• Maintain a strong force of volunteers
• Welcomed Warrenton’s Ladder/Pumper truck; placed onto service 5/30/18
• Entire dept. completed training on new aerial ladder truck 
• Certified 10 new aerial operators
• Completed testing of all fire hoses
• Completed testing of ground ladders
• Completed testing of all Self Contained Breathing Apparatus
• Completed testing all of fire pumps & engines 
• Successful free 4th of July BBQ, with community help
• Provided food for over 100 needy families with community help
• Provided Fire Prevention presentations to entire Warrenton Grade School
• Provided medical stand-by at all Varsity Football games at Warrenton High School
• Participated in the preparedness drill sponsored by the Warrenton CERT team
• Provided volunteers with over 150 hours of Fire Service classes annually
• Provided volunteers with over 60 hours of EMT training annually 
• Certified 5 new Emergency Medical Responders 
• Participated in the Clatsop County Fair, providing Fire Prevention instruction to children 
• Participated in the Oregon Fire Instructors Conference
• Participated in the NW Leadership Seminar
• Participated in many Community Safety Fairs 
• Recertified all EMR’s through the State 
• Sent out an engine and crew as part of the Clatsop County Wildland Task Force to wildland conflagrations to help other communities
• Participated in the Countywide Firefighter Academy
• Secured a federal grant for a new $350,000 water tender ($333,333 Federal [FEMA]/$16,667 city match) 
• Provided medical stand-by for the concert in the park
• Provided EMTs to the tri-course running event at Camp Rilea
• Partnered with the scouts in Warrenton for canned food drive
• Supported food donation programs at the High School and Grade School
• Continue to maintain one of the most highly trained & motivated groups of volunteers within the City 
 
Marinas

Warrenton – 
• F Dock replacement - made possible by Warrenton Urban Renewal Agency (WURA)
• Work pier evaluation & maintenance plan - made possible by (WURA)
• Replacement of 3 gangways in the inner basin - (WURA)
• Removal of 8 derelict vessels 
• Replacement of 4 rotten piles on E Dock 
• Installation of water meters to each Dock
• Updated all Moorage information
• Placed decorative lights at Marina office entry
• Installation of the office flag pole, upcycled from the demolition of the F/V Western Skies 
• Provided community outreach with several Shop the Docks with Oregon Sea Grant (more scheduled for this year) 
• Participated in the OSMB Derelict vessel task force 
• Built excellent working relationship with the USCG and the Clatsop County Marine Deputies 
• Cleaned up property 
• Commercial pier evaluation done by BergerABAM with 3 phase planning for improvements 
• Rate study which resulted in raising rates with approval from OSMB
• Removal of 320 gallons of fuel from derelict vessel Master Chris 

Hammond – 
• Refurbished the Hammond restrooms/showers with a $6,500 grant from OSMB (work done by marina crew)
• Painted restrooms
• Resurface the top of the launch ramp
• Purchased a new utility trailer which also serves as an office in August 
• Provided a camp host, which helped the marina achieve the highest camping revenues in Hammond 
• Resurfaced the fish cleaning station
• Participated in the Hammond Marina Task Force 
• Moved closer to the acquisition of the Marina form the USACE
• Hired Mott McDonald to assist with dredging assessment & permitting 
• Installed trophy board at the basin
• Streamlined Hammond camping 
• New signage & information for customers 

Finance Dept.
Secured very low interest loan and grants for the following projects: 
• Partnered with the VFW Local 10580 for the VFW Memorial - $72,020 Grant 
• Core conveyance loan with DEQ – 1.45% interest & $500,000 loan forgiveness 
• Water Meter Replacement Loan from Business Oregon – 1% interest & $629,708 in loan forgiveness 
• Water Master Plan Grant from OBDD for $20,000
• Industrial User Agreement Planning Grant from OBDD for $36,306
• Inflow & Infiltration Reduction Study Loan – 1.69% interest for $35,000 & Grant for $20,000 from OBDD
• Hammond Waterline Loan of $1.645 million at 1% interest and $929,00 loan forgiveness 
• Assistance to Pac Coast Seafoods rebuild with pass-through Grants from the State & OBDD totaling $3,650,000

Public Works Dept.
• Completed upgrade to the Storm Water Station at 4th and Main Ave.
• Completed the core conveyance pump station, which allows safer and more efficient use of the west side sewer system 
• Implement standards for growth to install infrastructure to a standard that allows the City the opportunity to beautify the City, maintain inventory of improved roads, utilities and materials that will relieve current property owners of some of the financial burden of needed capitol improvements, enhance the efficiency of repairs by stressing uniformity in parts & materials, & encourage future growth
• Update Public Works equipment to increase operational efficiency
• Encourage cooperation between staff, citizens, developers, contractors and local vendors
• Staff members strive to provide outstanding service to the city & our residents 
• System-wide Water Meter Replacement Project 
• Worked with School District to engage students in the selection of new playground equipment at Quincy Robinson Park  
• Public Works participation in Girls Build 
• Inflow & Infiltration study 
• Established tracking program for backflow devices 
• Telemetry on all sewer & pump stations
• Developed Pavement Management Program
• Working on Transportation System Plan 
• Developed Water Master Plan
• Developing a Flood Risk Assessment with FEMA and DOGAMI
• Constructed a much needed raw water shutoff valve at the water treatment plant 
• Completed a Sanitary Sewer Survey of our water system
• Began a program to TV entire sewer system
• Installed a chlorine rectifier at the water treatment plant
• Consultation& training with OSHA/re-energized Safety Program 

Building Dept.  
• Perform inspections 5 days a week/ shortens building time
• Availability of Building Official for customer service 5 days a week
• 5 working day turn around for building plan reviews on residential projects
 
Planning Dept. 
• 17 nuisance cases have been opened & closed, and another 15 cases pending 
• The Transportation System Plan update will guide transportation investments for the next 20 years 
• Implemented a streamlined development review process that has decreased review time by weeks, to review a permit while increasing the quality of new development
